Assigned Lanes Indoor 400m Championship Final

I propose that conferences be allowed the option to contest the final of the 400m during indoor championships with the top 4 seeds from the prelims in the same heat using lanes 3, 4, 5, and 6 in heat 2 and seeds 5-8 using lanes 3, 4, 5, and 6 in heat 1. As opposed to the format of seeds 1,2,5,7 and 3,4,6,8 running together. I under the rationale behind the current set-up for some power 5 conferences; however, I believe smaller conferences should be able to choose.
