Lane Draw at Indoor Championships in 200 & 400

We currently operate under a random lane draw system for both the 200 and 400 events at the NCAA Indoor Championships. In this system we are placing the 16th best qualifier on par with the top qualifers(s). I am proposing that we keep randomization but have it be based on your overall qualifying position, giving credence to season best performances. So in this case top 8 qualifiers would have a random draw for lanes 5 & 6, whereas bottom 8 qualifiers would have random draw for lanes 3 & 4.
