Create Fee or Limit of New Proposals

Each year at Convention there are a few coaches who submit the majority of proposals. Nearly all are a waste of time. There should be a fee attached to making a proposal or a limit to three per year so as to cut down on wasted time during Convention in discussion. Fee could be $100 going toward the Bowerman.
