Remove Mile to 1500m conversion for Outdoor Track & Field

Currently in outdoor Track & Field a mile event can be held and an event conversion is applied to the time to convert it to a 1500m mark. These converted marks can be used to qualify for NCAA First Rounds, Conference Championships, etc. This is the only individual event where this is the case. This proposal seeks to remove the ability to use converted mile times as 1500m marks.
