Create declaration for finals during non championship competitions.

At several meet’s especially where there are prelims and finals or multiple rounds of an event. There are instances where athletes who made it to the semi final or final round of competition do not start the event or DNS. There should be declaration period following the completion of a round whether it be the preliminary, or semifinal round in which the top 8 qualifiers and next 8 non qualifiers declare to compete in the following round.
