NCAA DII Auto-Qualifier Alignment Proposal

To reduce the number of Automatic Qualifiers to the NCAA DII Cross Country Championships from twenty-four (24) to sixteen (16), allowing for more opportunities to At-Large selections and aligning the cross country AQ% with other DII team sports.
