NCAA Indoor Qualifying, Swimming Model

Expand the individual event fields at the NCAA Indoor Championships to 24 paid for by the NCAA, but eliminate the NCAA paying for relays, that cost would fall on the school, still allow the top 12 declared relays to be accepted, as long as at least one member of the declared relay has qualified as an individual.
