Number of Athletes needed to compete.

My proposal would be that schools must compete 18 athletes indoor and 20 athletes outdoor instead of 14 athletes to be considered a competition that counts as one of their meets. Each school would have to compete in 8 meets including both their indoor and outdoor conference meet.
