Preseason and Week 1 Regional Ranking

Move the USTFCCCA D2 Regional Ranking for the Preseason and Week 1 to be in line with other NCAA D2 sports where we don’t rank teams within the region, but simply list the ten teams in the region that are under consideration.

The policy to change is the USTFCCCA D2 CC Handbook section on rankings.
