Program Representation at Open Forums to be Eligible to Vote

In order to be eligible to vote on a proposal at the convention, at least one member of the voting institution must be present at one or both open forums per sport for the staff of that institution to be eligible to vote. This would be a new policy designed to encourage educated voting, minimize the time spent in the voting session, and allow both the executive committee and the voting members space to thoughtfully consider every perspective prior to casting a vote.
