Refine Cross Country Selection Criteria
To merge criteria 2 and 3 in the at-large selection process in order to reduce mathematical bias and produce selections that more accurately reflect the results of the current season of competition.
The mechanism for merging these criteria would be as follows:

(Head to Head Wins + 1st Tier Opponents in Common Wins + 2nd Tier Opponents in Common Wins)

(Head to Head Losses + 1st Tier Opponents in Common Losses + 2nd Tier Opponents in Common Losses)
