Remove tie-breaker for at-large individual selection

I would like to propose an edit to remove the last sentence in the NCAA II Cross Country Championships individual at-large selection criteria.

It states that any individuals under consideration for the last at-large spot that are tied with the same ratio will be broken depending on which individual has the best finish in their respective region.

That sentence should’ve been edited when the NCAA II XC Sport Committee edited the criteria above to change the individual selection field from a “maximum” of 24 to a “minimum” of 24 athletes. That was done in order to have latitude for field size if there were more than 24 total individual qualifiers when you add up the 16 automatic (2 per region), anyone who finishes in the top 5 overall in their region and then the additional 8 at-large spots.
