Review System for Throwing Sector

Through creating this proposal we hope to address the issues that can arise from the mismarking of implements when they land within the throwing sector. As we continue to navigate the future of track & field and the ever growing issue, that is finding the quality and quantity of officials needed to host a top tier NCAA Championship event, it is imperative that we provide/create a system that would allow for the review and protest of where an implement makes initial impact within a sector.

This would apply to rules:
– Rule 8, Section 5, Article 3
– Rule 8, Section 6, Article 3
– Rule 16, Section 5, Article 3
– Rule 16, Section 6, Article 3
– Rule 16, Section 7, Article 4
– Rule 16, Section 8, Article 3

It is our belief that one of the following should be implemented to better assist the officiating crew in identifying the initial point of impact, in such insuring that each mark is measured from the nearest edge of the first mark made by the implement:

– The application of a substance/powder to all indoor throws’ sectors that would allow for a clear mark to be made upon the landing of the implement. This could be but is not limited to cornmeal, baby powder, saw dust, or similar lightweight materials that would make a clear mark.
– The use of a triangulated review system that would have the capability of capturing a video from multiple angles of each throwing attempt. Through the merger of multiple angles, it would allow for a mark to be reviewed and “remarked” to ensure that the proper point is measured.
– The use of an infrared thermometer be used at NCAA Championship events. This would allow for officials within the sector to provide a secondary way of measuring at exactly what point an implement made impact.
