Warm-up Times for Caged and Non-Caged Throwing Events

Proposal: This proposal requests that Rule 6 Field Events; Section 1. General Rules for Field Events; Warm-up in Article 10 in the NCAA Cross Country/ Track and Field 2019-2020 Rules establish specific minimum warm-up periods for caged (discus, hammer, weight throw) and non-caged(shotput, javelin) throwing events based on the amount of competitors per flight.

ARTICLE 10.
a. For the purpose of this rule, the following shall be considered for throwing event specific warm-up.
1) No general warm-up period will be used. Warm up will be flight specific.
2) Caged Throwing Events (discus, hammer, weight throw) shall be given more warm-up time than non-caged events due to the safe distance the athletes must maintain from the ring while another competitor is throwing. The walk around the cage and into the ring results in reduced warm-up time before a warm-up attempt. Extended time must be granted to account for the time it takes to reach the throwing ring before the attempt.
3) Non-Caged Throwing events (shotput & javelin) shall be given less time due to no obstruction to enter the competition surface.
4) In the event of inclement weather the games committee has the ability to extend the warm-up time.

b. For the purpose of this rule, the following time minimums specific to the number of competitor shall be observed.

c. Warm-up time between the trials and finals will be a maximum of 10 minutes. This allows an athlete who qualifies out of a flight previous to the last flight time to warm-up before the finals begin.
